On 19 September 2025, China’s National Medical Products Administration (NMPA) published a draft titled “Deepening Cosmetics Regulatory Reform to Promote High-Quality Development of the Industry”, open for comments until 10 October 2025. This draft signals significant regulatory changes aimed at modernising the cosmetics sector in China and aligning it with international standards.

Key proposals in the draft include:

• Supporting technological innovation in cosmetic ingredients;

• Streamlining the management of efficacy claims and registration/notification documentation;

• Promoting alignment with international cosmetics standards; and

• Accelerating the exemption from animal testing, including acceptance of alternative testing methods.

The China Toiletry and Perfume Association (CTPA) submitted comments welcoming the draft and offering expertise to help shape detailed measures, particularly in areas such as alternative testing methods, ingredient innovation, claims substantiation, and digital technology implementation.
